The "Przeciw
Korupcji" Program (Against Corruption Program) is an
independent program of the Stefan Batory Foundation and the
Helsinki Foundation for Human Rights. The main goal of the
Program is to initiate and develop a public movement which
will build public responsibility and assure that activity at
all governmental levels becomes and remains responsible and
transparent. This movement will attempt to rebuild society's
trust into public institutions and encourage greater public
participation in all aspects of public life. The Program
received a grant from the Ford Foundation that provides basic
funding for two years of activities.

International Conference on the
Fight against Corruption was held in Warsaw, Poland,
on 6-7 December 2000. The Conference was organized by the
Program Against Corruption in cooperation with the World Bank.
The conference was sponsored by the Batory Foundation, the
World Bank, Embassy of the USA in Poland, and the American
Chamber of Commerce.

Armenia Study Tours to Bulgaria and Ukraine |

| The Academy for
Educational Development (AED), under a USAID grant, is
sponsoring two study tours for representatives of the
Government of Armenia, the National Assembly, and NGOs to
visit Ukraine and Bulgaria to learn about their experience in
developing and implementing comprehensive anti-corruption
plans on both the national and local levels. The study tours
will be conducted in February 2001. Participants of the study
tours will meet with representatives of the governments,
civil society groups, and the private sector in Bulgaria and
Ukraine. The study tour participants will also start
drafting an anti-corruption action plan for Armenia which will
be finalized at a national workshop scheduled to be held in
Yerevan in March 2001. |

new website to publicize its National
Anti-Corruption Program and collect comments from the public.
The website is in Georgian, Russian, and English. |
Ukraine Corruption Monitoring by Mass Media

| "Political Ukraine," an online media
resource, is monitoring corruption reporting
in the print media of 5 oblasts of Ukraine and
posting them on its website on daily basis.

The Asian Development Bank
(ADB) and the Organization for Economic Co-operation and
Development (OECD) jointly organized, in association with
partner institutions and with the support of the Government of
Korea, the "Seoul Conference on Combating Corruption
in the Asia-Pacific Region." The Conference was
held in Seoul, South Korea on 11-13 December 2000.
The
objective of this Conference was to review the progress made
in the fight against corruption in the region, based on the
policy recommendations adopted at the first meeting of the
ADB/OECD Forum on Combating Corruption held in Manila in 1999.
The focus was on strengthening the co-operation between the
different stakeholders in the fight against corruption,
including governments, businesses, universities, the media,
and civil society. The meeting's aim was to support all
stakeholders in leading an efficient fight against corruption
in the region. By gathering representatives of the main actors
in the field of anti-corruption, the Seoul Conference assisted
participating countries in developing well-targeted
anti-corruption programs by providing examples of success
stories and best practices gathered from ongoing national and
regional initiatives.
