The Third Annual Meeting of the Anti-Corruption Network for
Transition Economies was held in Istanbul, Turkey on March 20-22, 2001 under OECD
sponsorship.The 2001 Annual Meeting made a step towards partnership-building and the
development of regionally based action plans. The Annual Meeting also aimed to enhance
dialogue among donors and international agencies to develop synergies in program design
and harmonize long-term assistance planning. Get

Romania
Diagnostic Surveys of Corruption
--
The Government of Romania requested the preparation of this diagnostic study of
corruption. This report summarizes the results of three large-scale governance and
corruption surveys undertaken in 2000 by the World Bank, Management Systems International
(MSI), an implementing partner of the United States Agency for International Development,
and the Center for Urban and Regional Sociology (CURS).

Anti-Corruption Rhetoric: Coalition Building and Monitoring Impact --
An international conference entitled Beyond Anti-Corruption Rhetoric: Coalition Building
and Monitoring Impact was held by Coalition 2000 in Sofia on March 23-24. The purpose of this conference was: (a) to review
the experience of Coalition 2000 in establishing public-private partnerships; (b) to
assess the results and impact of the implementation of such a partnership in fighting
corruption and make an inventory of best practices; and (c) to encourage further
cooperation among governmental and non-governmental organizations in Southeast Europe.

Armenia:
Developing a National
Anti-Corruption Strategy --
A Working Group consisting of representatives of the Government of Armenia, members of the
National Assembly and key NGOs working in the field of civil society and the rule of law
are developing a National Anti-Corruption Strategy which will be broadly discussed at
a national workshop currently scheduled for May of this year. The Working Group
members started the process of developing a Strategy during a study tour to Bulgaria
hosted by the Secretariat of Coalition 2000. The tour was organized within a joint project
of Management Systems International, the Center for the Study of Democracy (Sofia), and
the Academy for Educational Development, and sponsored by the US Agency for International
Development. The study tour was aimed at launching a national anti-corruption program for
Armenia by sharing Coalition 2000's accomplishments in coalition building, public-private
partnership and regional anti-corruption cooperation.

Poland:
Anti-Corruption awareness
campaign and a website are getting recognition --
The Polish "Against Corruption" Program has been nominated to the "Zlota
Witryna" (Golden Web) Prize in the non-profit category by the 1st Website Festival,
organized by Polish TV. Out of 1800 websites, 70 were nominated in 14 categories. (Final
results will be known on 5 April).
Also, the media campaign of the Program held in
July and August 2000 was awarded a "Bronze Titan" Prize in social campaigning
during the 12th All-Polish Festival of Promotion/Advertising in Krakow earlier
in March this year.

St. Petersburg Center for
Business Ethics --
St. Petersburg Center
for Business Ethics (St. Petersburg CBE) was incorporated on 8 November 2000. The
staff of three consultants, who participated in the ERC’s Global Integrity Exchange, a
intensive training program for international integrity and anti-corruption professionals,
are consulting with private sector organizations to develop individual codes of conduct
and working with the construction industry on an "islands of integrity" project.
Kyrgyzstan:
Public Opinion Poll on Corruption --
--An
independent center for public opinion studies in Bishkek announced on 21 February the
results of its survey on corruption in Kyrgyzstan. 15.5 percent of the 2,100 people
surveyed said that economic reforms have had little success due to widespread corruption
in the country. 90 percent of them said that the police is the most corrupted organization
in Kyrgyzstan and 40 percent said that the country's leadership is not able to fight
against corruption. The center works with the help of the United Nations Development
Program.

Strategy in assisting the countries of the ACN region in Combating Corruption --
USAID's Europe and Eurasia Bureau has recently formulated a draft anti-corruption strategy
and invites your comments. Putting transparency at the heart of all existing strategic
objectives, the draft calls for balancing education, governance and law enforcement
interventions. Also, the strategy proposes in-depth political assessments to focus on
patronage networks and how they relate to the political environment in specific countries.
